MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 12, 2009 <br />Hall asked if the Galvin's have considered this proposal with only three <br />young women. Bill Galvin replied that the numbers do not work, again <br />noting that there would still have to be one staff person on duty whether <br />there are three or four people living in the home. <br />Bill Galvin reported that the parents would have quarterly meetings at the <br />house. He reported that all snow removal and exterior upkeep would be <br />contracted out. Capital funding will be established for major <br />improvements needed on the house. Galvin felt that the turn-over in the <br />home is a legitimate concern, but noted that they will be doing resident <br />screening and are looking for long-term residents. <br />Galvin also noted that his daughter does not wander. She does ride her <br />bike up and down the street and knows the neighbors close to them. He <br />noted that the neighbors are very protective of his daughter. Galvin again <br />noted that they are looking for young women of a similar developmental <br />capabilities as their daughter. <br />Hoium suggested that once the home is in operation, that an open house be <br />held so that the neighbors can meet the young women and staff Galvin <br />felt that was a good idea. <br />Duray asked if the Building Official would be inspecting the premises <br />prior to occupancy. The City Planner stated that that would be done. <br />Knudsen stated that he supported the proposal, and felt that the intent of <br />limiting family size to three umelated people was due to traffic concerns <br />and intensity of use in asingle-family neighborhood. Knudsen stated that <br />he hoped the proposal worked out for the Calvin's and other families <br />whose daughters will be living in the home. <br />Pechmann recommended approval of the Appeal from the Zoning Code <br />definition which limits single family size to no more than three unrelated <br />individuals in order to allow the occupancy of 882 Westwind Drive by <br />four umelated individuals as requested by William and Renee Galvin <br />subject to compliance with the recommendations of the City Planner as <br />outlined in his report dated February 5, 2009. <br />Motion seconded by Hall. <br />Motion carried 6 - 0. <br />REVOCATION The City Planner reported that due to concerns raised by City staff <br />OF PUD relative to the lack of Code compliance at 2905 County Drive, Temo <br />PERMITS Sunrooms, it was felt that consideration should be given to the <br />FOR revocation of the PUD Permits for outdoor storage.
