It is the amount to be charged to the customer for the
work done. If any material, equipment, labor or installation are furnished by the owner, tenant, or
any other party, the reasonable market value of such items must be added to the estimated cost or
project value for permit fee purposes. In the event that there is a dispute on the amount of the job
cost, the city may request the submission of a signed copy of the actual contract.

Fence Permits
Fence permit fees are currently based on the value of the work which can cause the permit fees to be
very high – up to several hundred dollars. The cost of our fence permits is a common comment
staff hears. Staff is proposing to change them to instead be a flat fee based on height. Staff reviews
all fence permits for location and height compliance. Additional construction and footing review by
the Building Official is required for fences over six feet tall.

Temporary Sign Permits
Currently a deposit is required for temporary sign permits, which involves staff holding and
tracking the deposit payments and then returning the money to the applicant. It is unlikely that this
deposit amount has ever been kept by the city, therefore staff has determined this is unnecessary.
The current fee for temporary signs is based on the number of days that the business wants to have
the sign, with a maximum fee of $50. Every business always wants the sign for the full 30 days, so
to simplify the fee language, staff proposes a flat fee of $50 for all temporary sign permits.
