STAFF REPORT

TO: Mayor Keis and Members of the City Council

FROM: Eric Seaburg, P.E., City Engineer

DATE: December 14, 2022

RE: Twin Lake Boulevard – Resolution of Support for Vadnais Heights Active
Transportation Grant Application

ACTION TO BE CONSIDERED:
Motion to approve resolution supporting the City of Vadnais Heights’ pursuit of Active
Transportation Infrastructure Funding for the Twin Lake Boulevard Trail.

BACKGROUND:
The City of Little Canada is partnering with the City of Vadnais Heights to complete
improvements to Twin Lake Boulevard in 2023. The proposed project includes the installation of
a new trail amenity for pedestrians along the north side of the roadway. The City of Little
Canada’s portion of the trail costs is fully funded by a Community Development Block Grant
received through Ramsey County.

The City of Vadnais Heights continues to seek grant funding for its share of the trail
improvements. As such, Vadnais Heights staff intends to submit an application to MnDOT’s
Active Transportation Grant program to help fill the City’s funding gap for the trail. As a project
partner and the lead agency for the project, the City of Little Canada has been asked to authorize
a resolution approving of Vadnais Heights’ grant application submittal as well as committing to
work with Vadnais Heights to implement the improvements in accordance with MnDOT’s grant
agreement requirements.

STAFF RECOMMENDATIONS:
Staff recommends that the City Council pass the Resolution Supporting the City of Vadnais
Heights Pursuit of Active Transportation Infrastructure Funding for the Twin Lake Boulevard
Trail.

ATTACHMENTS
• Resolution Supporting the City of Vadnais Heights Pursuit of Active Transportation
Infrastructure Funding for the Twin Lake Boulevard Trail
