<br /> <br /> STAFF REPORT <br />1 <br /> <br /> <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Eric Seaburg, P.E., City Engineer <br /> <br />DATE: December 14, 2022 <br /> <br />RE: Improvement Hearing for Twin Lake Boulevard Improvements <br /> City Project No. 2023-04 <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to approve resolution ordering the Improvement, preparation of plans and specifications, and <br />Cooperative and Maintenance Agreement with the City of Vadnais Heights for Twin Lake Boulevard. <br /> <br />BACKGROUND: <br />Twin Lake Boulevard is included in the City’s 10-year Capital Improvement Plan and 15-Year <br />Pavement Management Plan. The roadway resides almost equally in both the City of Vadnais Heights <br />and the City of Little Canada and is therefore a joint project. City staff has been coordinating this <br />project with Vadnais Heights staff for the last year or so. With the City of Little Canada being the <br />project lead, a Cooperative and Maintenance Agreement with the City of Vadnais Heights is required <br />and will establish the cost participating policy as well as long-term maintenance of infrastructure <br />being rehabilitated. <br /> <br />FEASIBILITY REPORT <br />A Feasibility Report has been prepared and was presented to the City Council on October 12, 2022. <br />The report outlined the proposed improvements, anticipating project costs, funding sources, and <br />methodology of special assessments. <br /> <br />• Street Improvements <br />Full-depth reclamation and paving is proposed for the roadway. Additionally, new curb and <br />gutter will be placed on each side of the roadway. The section of roadway from Bankers Drive <br />to Mayfair Road will be narrowed from 32’ to 26’ to help facilitate trail construction in this <br />area. Additionally, the narrowing will act as a natural traffic calming measure. Realignment of <br />the eastern intersection is proposed as part of the project. <br /> <br />• Watermain & Sanitary Sewer Improvements <br />A 150’ long watermain interconnect is proposed. This will connect the Little Canada and <br />Vadnais Heights watermain systems. Valving for each city will remain closed during normal <br />conditions. In the event of a water supply emergency, the valving could be opened to allow <br />for water sharing. <br /> <br />
