2

• Storm Sewer Improvements
The low point between Bankers Drive and Mayfair Road has catch basins and storm sewer
that are deteriorated and in need of replacement.

• Trail Improvements
An asphalt pedestrian trail is proposed along the entire length of the roadway. The trail is
proposed on the north side of the road and will ultimately connect to a future trail along
Vadnais Boulevard. Substantial tree clearing is anticipated to facilitate trail construction, but
care will be given during final design to minimize or mitigate tree impacts to the extent
possible. This will likely include new tree plantings at the conclusion of construction.

• Stormwater Management
The trail improvements will trigger stormwater management permitting through the Ramsey
Washington Metro Watershed District (RWMWD). Project staff will implement necessary
stormwater management features to control rate, quality, and volume. This is consistent with
RWMWD regulations imposed on developers on project in Little Canada.

NEIGHBORHOOD INFORMATIONAL MEETING
An informational meeting was held with affected property owners on September 26, 2022. There, the
proposed project scope, costs, and funding sources were discussed with the opportunity for property
owners to comment on the project and ask questions. Five residents were in attendance representing
four households. Additional residents reached out after the meeting to ask questions. Additional
meetings were held with Reuter Walton and Five Star Estates to discuss the proposed improvements
relative to their sites. Generally, the following feedback has been received:

• Residents feel the sight lines at either end of the road are poor and need attention
• Residents feel the road is in very poor condition and needs rehabilitation
• Residents are concerned with tree removal and want to see efforts to re-establish vegetation
• Residents on the north side of Twin Lake Blvd are concerned with what the trail will look like
as it crosses their property

PROJECT COSTS, FUNDING AND ASSESSMENTS
The estimated overall project cost for Twin Lake Boulevard is shown below:

Item Total Estimated
Cost
City of Little
Canada
City of Vadnais
Heights
Street Improvements $1,360,681 $667,033 $693,647
Sanitary Sewer Improvements $28,290 $20,079 $8,211
Water Main Improvements $66,654 $36,570 $30,084
Storm Sewer Improvements $126,684 $63,342 $63,342
Trail Improvements $801,991 $400,996 $400,996
Total $2,384,300 $1,188,020 $1,196,280
