3 Little Canada’s portion of the project will be funded by a combination of funding sources as shown below. Notably, the City received a grant from the Community Development Block Grant Program administered through Ramsey County for the City’s share of the proposed trail improvements. For this project, $237,526 is proposed to be assessed to benefiting properties. The estimated per unit assessment for residential properties is $1,091. The Reuter Walton multi-family development is being assessed 120 units for a total of $130,974. Additionally, Little Canada is assessing Five Star Mobile Estates 62 units for a total of $67,670. COOPERATIVE AND MAINTENANCE AGREEMENT In coordination with staff from the City of Vadnais Heights, a Cooperative and Maintenance Agreement has been prepared for the project. The City’s will split project costs based on pro-rated costs within each City. Additionally, maintenance and rehabilitation of the roadway will be similar to years past with a few minor modifications. STAFF RECOMMENDATIONS: Staff recommends that the City Council approve the following resolutions: • Resolution Ordering the Improvement and Preparation of Plans for Improvement No. 2023-04 on Twin Lake Boulevard • Resolution Authorizing Cooperative and Maintenance Agreement with Vadnais Heights for the Twin Lake Boulevard Project.
