<br /> <br /> STAFF REPORT <br />1 <br /> <br /> <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Eric Seaburg, P.E., City Engineer <br /> <br />DATE: December 14, 2022 <br /> <br />RE: Improvement Hearing for Spruce Street, Sunrise Drive, and Sunset Court <br /> City Project Nos. 2023-01, 2023-02, 2023-03 <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to approve resolutions ordering the improvements and preparation of plans and specifications. <br /> <br />BACKGROUND: <br />The following roadways are included in the City’s 10-year Capital Improvement Plan and 15-Year <br />Pavement Management Plan: <br /> <br />• Spruce Street (South Owasso Blvd to 830’ North) – City Project No. 2023-01 <br />• Sunrise Drive (Cul-de-sac to 350’ South) – City Project No. 2023-02 <br />• Sunset Court (Cul-de-sac to Edgerton Street) – City Project No. 2023-03 <br /> <br />FEASIBILITY REPORT <br />These projects are predominantly pavement-focused with spot improvements proposed to the curb <br />and gutters and underground utility systems. A feasibility report detailing the proposed projects has <br />been prepared and was accepted by the City Council on October 12, 2022. The report outlined the <br />proposed improvements, anticipated project costs, funding sources, and methodology of special <br />assessments. <br /> <br />• Street Improvements <br />Full-depth reclamation and paving is proposed for the roadways. The curb and gutter will be <br />removed and replaced in areas where it is damaged or settled. <br /> <br />• Watermain & Sanitary Sewer Improvements <br />Consistent with past projects, the underground watermain and sanitary sewer utility systems <br />have been reviewed for overall condition and long-term integrity. The systems are in good <br />condition and are proposed to be left in place. Minor improvement will be made to each <br />system to ensure reliability. <br /> <br />• Storm Sewer Improvements <br />The storm sewer systems within each project area were reviewed and found to be in good <br />condition. Minor improvements will be made as necessary to ensure the storm sewer system <br />can provide good long-term service for the new roadway. <br />
