MINUTES <br />CITY COUNCIL <br />FEBRUARY 25, 2009 <br />under the Galvin proposal She noted that the situation only works from a <br />financial standpoint on a ratio of one staff person to four young women. <br />McGraw noted the discussion at the Planning Commission meeting that <br />this was atrail-blazing proposal. He asked how long the Galvin's hoped <br />that the situation would last. The County Social Works indicated that it is <br />hoped this living arrangement would last the lifetime of the young women. <br />McGraw noted that Pathways will be providing the staffing of the home <br />and noted that Pathways is a licensed provider. He asked if the individuals <br />staffing the Galvin home would be licensed. Cruz reported that Pathways <br />is licensed by the State and indicated that the staff in the Galvin home will <br />be personal care providers. These individuals will be trained by Pathways. <br />Cruz noted that under a typical group home, the home is licensed by the <br />County as an adult foster care facility. The Galvin home will not be <br />licensed as such. Cruz noted that given the moratorium on the issuance of <br />group home licenses, families like the Galvin's are looking for creative <br />alternatives. <br />Keis asked if the personal care attendants will be licensed. Cruz replied <br />that Pathways will train these employees. He noted that within their <br />agency there are licensed individuals that oversee and train the line staff. <br />McGraw noted the discussion at the Planning Commission that there will <br />be no administrative nor maintenance costs to the County under this <br />proposal. Bill Galvin replied that that was correct. He indicated that a <br />capital improvement fund will be set up to take care of maintenance. <br />Galvin indicated that he will oversee maintenance and arrange for lawn <br />care and snow removal. The Galvin's will continue to own the property. <br />McGraw asked if the County had any minimum maintenance levels <br />established. The Social Worker replied that there are no standards that <br />have been written into law, but indicated that typical residential standards <br />would have to be met. She indicated that there will be social workers and <br />other individuals visiting this property that would raise issue with poor <br />maintenance. The Social Worker also noted that the neighbors themselves <br />would take issue with a poorly maintained property. It was noted that the <br />City would be contacted if there were issues of this nature. The City <br />Planner indicated that he would recommend that this property be required <br />to have a rental license, once the City adopts that requirement. This will <br />give the City some recourse should the property not be maintained <br />properly. <br />McGraw stated that the point of the questions and discussion this evening <br />is so that proposal works smoothly and the young women are well taken <br />11 <br />
