MINUTES
CITY COUNCIL
FEBRUARY 25, 2009
care o£ Galvin indicated that the parents of these young women want to
do what is right.
Montour suggested that cities will see more and more of these proposals
given State and County budget cuts. Montour suggested that perhaps a
separate license category should be established. Keis suggested it was too
early at this point as the City has had no experience with housing options
such as this.
Keis asked who would be responsible for daily cleaning, etc. Renee
Galvin reported that each young woman would have responsibilities and
that the staff would oversee the woman. Galvin suggested that they may
hire someone to clean the house on a monthly basis. Cruz reported that
the staff will encourage the women to be as independent as possible.
Keis asked the long term plans for the Galvin's daughter at the time they
are no longer able to oversee her care. Renee Galvin replied that her
guardianship would be transferred to a relative or her brother.
Montour suggested that any approval granted this evening include the
requirement that the home be maintained to typical residential standards
and that Galvin's would be responsible as owners of the property.
There was no one present from the general public wishing to comment on
this matter.
Upon motion by Montour, seconded by McGraw, the public hearing was
closed.
The City Administrator asked if there would be 24-hour staffing of the
home. Bill Galvin replied that there would be no staff at the home when
the young women are working. There would always be staff present when
any of the young women are in the home.
Keis introduced The following resolution and moved its adoption:
RESOLUTION NO. 2009-2-44 -APPROVING THE REASONABLE
ACCOMMODATION REQUEST UNDER THE FAIR HOUSING ACT
MADE BY WILLIAMAND RENEE GALVIN TO ALLOW THE
RENTAL OF THEIR HOME AT 882 WESTWIND DRIVE TO FOUR
UNRELATED AND DEVELOPMENTALLY DISABLED
INDIVIDUALS SUBJECT TO THE RECOMMENDATIONS OF THE
CITY PLANNER AS OUTLINED IN HIS FEBRUARYS, 2009
REPORT AND SUBJECT TO WILLIAMAND RENEE GALVIN
BEING RESPONSIBLE FOR THE MAINTENANCE OF THE
PROPERTY TO TYPICAL RESIDENTIAL STANDARDS
12
