MINUTES <br />CITY COUNCIL <br />FEBRUARY 25, 2009 <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />PRELIMINARY Montour opened the Public Hearing to consider a Preliminary Plat <br />PLAT - for Huot Addition subdividing a property into five (5) single-family <br />HUOT lots. The property in question is located at 565 Little Canada Road. <br />ADDITION <br />The City Planner reported that this is a residential subdivision consisting <br />of five very large single-family lots. The Planner noted that the applicant <br />has made revisions to the Preliminary Plat based on the comments of his <br />office as well as the City Engineer. The Preliminary Plat was further <br />revised to incorporate the comments of the Planning Commission. Based <br />on these revisions, the City Planner recommended approval of the <br />Preliminary Plat subject to final review by staff. <br />John Johnson, representing Pinot Properties, reviewed the Preliminary Plat <br />and noted that they are proposing to final plat the property in two phases. <br />The first phase will consist of Lots 1 and 2. Lots 3, 4, and 5 will be final <br />platted at a later date. Johnson reviewed an aerial photograph overlaid <br />with the Preliminary Plat. He noted the adjustments made to the shared lot <br />lines between Lots 2 and 3 and Lots 4 and 5 which will bring driveway <br />access points on either side of the Edgerton Street retaining wall. Johnson <br />also noted that in response to the Schletty Drive neighbors, they are <br />increasing the westerly setback to 50 feet for Lots 3 and 4. This will <br />ensure that a line of vegetation in this area remains. <br />Johnson noted that the lots will be custom graded as each house is <br />constructed. He anticipated that houses will be placed on the high points <br />of the lots so the homes will have views of the lake. Johnson noted that a <br />building envelop plan was submitted for the lots, and anticipated that as <br />houses are actually placed, additional vegetation will be preserved. <br />Johnson noted that Lot 1 is proposed as the smallest lot and indicated that <br />its size will fit the character of the other lots along Little Canada Road. <br />He anticipated that it will take some time to develop Lots 3 through 5, and <br />anticipated that it could be six to ten years before those homes are built. <br />He noted that most of the engineering questions will be resolved as part of <br />the Phase II development. <br />Montour asked if each lot will have its own driveway. Johnson stated that <br />that was correct, but noted that the driveways for Lots 2 and 3 and Lots 4 <br />and 5 will be adjacent to one another. Pairing the driveways in this way <br />7 <br />
