MINUTES <br />CITY COUNCIL <br />FEBRUARY 25, 2009 <br />St. Jude is proposing two informational signs, each being six square feet in <br />size. Given there are only two signs proposed, the Code allows the size to <br />exceed the four square foot size. <br />The Planner noted that the request for the monument sign includes a <br />request to locate that sign closer than five feet from the property line. <br />Additionally, there are drainage and utility easements within that setback <br />area. The Planner described the monument sign with will be set on a base. <br />The base will be almost abutting the property line, with the sign body <br />itself somewhat offset on the base. The Planner reported that the Planning <br />Commission found that there were conditions for allowing the monument <br />sign to encroach within the setback. These include the site lines to the St. <br />Jude facility as well as the topography and location of an existing fence. <br />The Planning Commission did recommend that if the sign needed to be <br />disturbed due to the need to work within the drainage and utility easement, <br />St. Jude would be responsible for any costs incurred relative to sign <br />displacement or restoration. <br />Sheehan presented a picture showing how the signage would appear on the <br />property and noted the need to identify employee, service, and visitor <br />entrances to minimize traffic conflicts to and around the site. Sheehan <br />also pointed out the two schools located on Country Road B-2 and the <br />heavy traffic loads on the street at certain times of the day. From a traffic <br />safety standpoint, St. Jude's feels it is important to have clear <br />identification of their various entrances. Sheehan also explained out the <br />traffic will flow from the St. Jude site given the right and turn lanes <br />exiting the property. <br />There was no one present from the general public present wishing to <br />comment on this matter. <br />Upon motion by Keis, seconded by Boss, the public hearing was closed. <br />Mr. Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2009-2-42 -APPROVING THEAMENDMENT <br />TO COMPREHENSIVE SIGN PLAN FOR ST. JUDE MEDICAL <br />CORPORATE CAMPUS ON COUNTY ROAD B-2 EAST SUBJECT <br />TO COMPLIANCE WITH THE RECOMMENDATIONS OF THE <br />CITY PLANNER AS OUTLINED IN HIS REPORT DATED <br />FEBRUARY 6, 2009 AND SUBJECT TO COMPLIANCE WITH THE <br />RECOMMENDATIONS OF THE PLANNING COMMISSION <br />RELATIVE TO ST. JUDE MEDICAL BEING RESPONSIBLE FOR <br />ANY DISTURBANCE OF DAMAGE TO THE SIGNAGE AS A <br />RESULT OF THE CITY'S WORKING WITHIN ITS EASEMENT <br />AREAS <br />6 <br />
