MINUTES <br />CITY COUNCIL <br />MARCH 10, 2009 <br />The Administrator also noted that later in the agenda there will be <br />discussion about a proposed assessment policy modification relative to the <br />2009 reconstruction projects. <br />Keis noted that his recollection was that tlu•ee of the six projects were <br />approved without condition. The Administrator replied that that was <br />correct. The Desoto Street/Costa Lane, Westwind/Windrow, and Thunder <br />Bay Road projects were approved without conditions. The Demont <br />Avenue, Lakeside Court, and Eli Road/Desoto Street (from Eli Road to <br />LaBore Road) were approved subject to review of bids with the <br />neighborhood and additional consideration by the Council based on the <br />results of that review. The Administrator recommended that award of the <br />bids for all the proposed projects be tabled until March 25u'. <br />Montour asked if deleting any of the individual projects will impact the <br />bid results. The Administrator replied that it could depend on how much <br />is deleted, but noted that the City preserves its ability to delete project <br />components in the bid specifications. <br />Ms. Boss introduced the following resolution and moved its adoption: <br />RESOL UTION NO.2009-3-56 -TABLING ACTION ON THE <br />AWARD OF 2009 PROJECT BIDS UNTIL THE MARCH 25, 2009 <br />COUNCIL MEETING AS RECOMMENDED BY CITY STAFF <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />ASSESSMENT The City Administrator reviewed his report dated March 6, 2009 <br />POLICY proposing an assessment policy modification for 2009 Improvements <br />MODIFICATION decreasing the lot width maximum from 125 feet to 100 feet. The <br />Administrator noted that given the current state of the economy, the high <br />level of assessments, and the savings that the City will achieve due to the <br />favorable bids received, the modification will help to pass on the savings <br />to property owners without creating inconsistencies with how past projects <br />have been assessed. The Administrator noted that reducing the maximum <br />lot width subject to assessment brings the City closer to the "per unit" <br />assessment concept. He noted that staff did not advocate going to the "per <br />unit" concept due to the shifting of burden that would result between <br />properties versus what property owners were told at the improvement <br />hearing. The exception is Thunder Bay Road where a "per unit" <br />assessment was initially recommended. The Administrator noted that the <br />property owners on Thunder Bay Road are also being given an early <br />failure credit on curb and gutter. <br />
