MINUTES <br />CITY COUNCIL <br />MARCH 10, 2009 <br />The Administrator noted that the assessment policy modification will <br />result in higher costs to the City, but given the savings that will result due <br />to the low bids received, the modification was a fair compromise. <br />Montour asked about assessment deferments. The Administrator noted <br />that the deferment ordinance contains a provision allowing the Council to <br />approve deferments based on extra-ordinary circumstances. The <br />Administrator indicated that loss of employment could be considered. He <br />noted that deferred assessments accrue interest, but suggested that a <br />deferment may give people additional time to deal with their economic <br />circumstances. The Administrator proposed that these types of <br />circumstances be considered as a basis for a deferment. <br />Keis agreed that this type of consideration should be made, and indicated <br />that it may be necessary to extend the consideration for the next few years <br />based on economic conditions. <br />The Administrator noted that in considering the assessment policy <br />modification, Council should consider whether or not this modification is <br />for 2009 only. He indicated that Mayor Blesener recommends aone-time <br />modification with a re-evaluation in the future based on economic <br />conditions. <br />Keis asked if the City has enough money to cover its share of assessment <br />costs. "I'he Administrator reported that it did with monies coming from the <br />Infrastructure Fund as well as MSA dollars. He indicated that is likely <br />that the City will bond for the assessable portion of project costs. The <br />Administrator noted that the City does not always bond for these costs, <br />and in some years has utilized the assessable portion of costs as an internal <br />investment. <br />Montour requested that the City Engineer put together an analysis for the <br />March 25"' meeting of actual savings that the City and property owners <br />will realize for 2009 Improvements based on the competitive bids <br />received. <br />Mr. McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2009-3-57 -APPROVING THE ASSESSMENT <br />POLICY MODIFICATION RECOMMENDED BY CITY STAFF FOR <br />2009 IMPROVEMENT PROJECTS <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />
