MINUTES <br />CITY COUNCIL <br />MARCH 10, 2009 <br />The Administrator reviewed the results of a water fee survey, noting that <br />Little Canada's rates are comparable with the rates being charged by other <br />St. Paul Regional Water Services customers. <br />Keis noted under the water rate increase proposed, the average residential <br />customer will see an increase of approximately $4.30 per quarter, or $16 <br />to $17 per year. Keis noted that even with the increase proposed, the City <br />will be operating at a slight loss. He noted the need to keep rates in line <br />with what other St. Paui customers are charging while minimizing the loss <br />to the Water Fund. <br />Mr. Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2008-3-59 -APPROVING THE 2009 SEWER <br />BUDGET AND 2009 WATER BUDGET WITH THE WATER RATE <br />INCREASE AS RECOMMENDED BY THE FINANCE DIRECTOR: <br />WINTER RATE <br />SUMMER RATE <br />WATER SERVICE FEE <br />$2.60/1,000 GALLONS <br />$2.69/1,000 GALLONS <br />$11.40/QUARTER <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />CARLA The City Administrator reviewed the Public Works Superintendent's <br />LANE report dated March 6, 2009 relative to extremely high water pressure <br />WATER in the Carla Lane neighborhood. The Administrator noted that water <br />PRESSURE service for this neighborhood is provided by St. Paul Regional Water <br />Services through the City of Maplewood. Several Carla Lane properties <br />have recently had pressure relief valves blow on hot water heaters due to <br />this high pressure. The pressure was tested at 94 psi with a typical water <br />pressure being in the 60's. <br />The Administrator indicated that a St. Paul Regional Water engineer <br />indicated that homes in these types of pressure zones should have a <br />pressure-reducing valve installed when they hook up to City water. The <br />Administrator reported that when the Carla Lane neighborhood was <br />connected to this water line, St. Paul gave no indication that this was a <br />high pressure zone. Given the problems that are occurring, staff is <br />recommending that the Council authorize the purchase and installation of <br />pressure-reducing valves on all homes that request one. There are 28 <br />homes in this area, and the estimated cost of installing valves in all these <br />homes is $7,000. This cost is based on one estimate, and additional <br />estimates will be obtained. The Administrator reported that Mayor <br />
