Bolton & Menk has established effective stormwater utilities in <br />numerous communities across Minnesota. This proposal summarizes our services associated with the <br />comprehensive review and establishment of a Storm Water Utility for the City of Little Canada. We are <br />uniquely qualified to provide the requested services because of our vast experience in each of the <br />following: <br /> <br />1. GIS parcel and land use data mining <br />2. Impervious area generation using advanced GIS computations <br />3. MS4 permitting <br />4. Engineering knowledge of storm water capital improvements <br />5. Stormwater Utility fee structures <br />6. Integrating new fees with existing utility billing software <br />7. Public involvement and presentations <br />8. Ordinance writing <br />9. Generating Informational Brochures and “Frequently Asked Questions” <br /> <br /> <br />We are prepared to use our extensive knowledge and experience to cost effectively assist the City of Little <br />Canada in implementing a new storm water utility that matches the City’s need and equitably distributes <br />its fees.
