<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of the City Council <br /> <br />FROM: Bill Dircks, Public Works Director <br /> <br />DATE: February 22, 2023 <br /> <br />RE: Metropolitan Council 2020 Inflow and Infiltration Grant Program Resolution <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to approve resolution authorizing execution of the agreement between the City and the <br />Metropolitan Council for the 2020 Inflow and Infiltration Grant Program. <br /> <br />BACKGROUND: <br />In 2020 the Metropolitan Council received funding from the State of Minnesota to put together <br />another round of grant funding for cities to make repairs to their respective sanitary sewer <br />systems to eliminate inflow and infiltration (I&I). This is the third time the Met Council has had <br />a program and the City has taken advantage each time and made repairs to its system. In the past <br />it has been manhole repairs and chimney seals added to manholes during street projects. For this <br />round, the City lined 7400 linear feet of sanitary sewer main during the summer of 2022. <br /> <br />The three areas lined were the County Road B, McMenemy Street, and the Lakeshore Avenue <br />area. The project had a few wrinkles but overall went very well. There are some small punch <br />list items remaining but the work can’t be completed until temperatures warm up. <br /> <br />The City paid for the project based on two pay estimates put together by Bolton & Menk and the <br />total amount paid was $234,678.12. Those costs are eligible for grant funds at 25% of the <br />eligible project costs, which is $58,669. However, because there is only a finite pool of money <br />and a large number of cities participating, the City was approved for up to $53,570 when <br />application was made in 2021. There is a chance more funds could be provided if other cities do <br />not use their total allocation. The final grant reimbursement will be known in May. <br /> <br />As part of the grant process the City Council needs to approve a resolution authorizing execution <br />of the agreement. The resolution is included with this report. Once it has been authorized and <br />signed, all materials will be submitted to the Met Council. <br /> <br />STAFF RECOMMENDATIONS: <br />Staff recommends approving the resolution authorizing execution of the agreement between the <br />City and the Metropolitan Council for the 2020 Inflow and Infiltration Grant Program. <br /> <br />ATTACHMENTS: <br />Resolution <br />
