staffing levels and numerous department head responsibilities results in many department <br />heads being spread too thin. <br />2.Law enforcement- Several staff felt that the services provided by law enforcement, <br />although it currently addresses the needs of the community, could be improved. The <br />suggestion, which several supported, was to have law enforcement partner more with the <br />City to provide a community policing model with greater focus on being proactive and <br />building relationships with residents. Currently law enforcement is responsive to public <br />safety needs and works with City staff to provide a safe community. <br />3.Code Enforcement/Rental Housing - A staff member felt that making the Code <br />Enforcement/Rental Housing Officer full-time would help this staff member to better know <br />and keep an eye on what is occurring in the community and proactively identify concerns. <br />This staff member is well versed in construction and is a licensed Building Official so he has <br />been able to fill in for the Building Official during some leaves. This staff member is <br />currently lacking some of industrial/commercial building knowledge and plan review but <br />would likely be a candidate when and if needed to move into the Building Official position. <br />4.Building official- The City of Little Canada has been working with Falcon Heights since <br />2016 to provide building inspection services. The City of St. Anthony has recently reached <br />out to Little Canada inquiring about also working together to obtain building inspections <br />services. The City of Little Canada will be taking a closer look at this and determining if it <br />justifies having two Building Officials. Scheduling of appointments will occur through Little <br />Canada. <br />5.On-line services - Staff, in general, felt that providing more on-line City services and <br />payment options will improve staff efficiency, automate tracking and record keeping and <br />lead to better services for residents. The City currently provides residents options to <br />automatically pay utility bills, permit and license fees and register for Park and Recreation <br />activities. Other suggestions include providing an on-line data base for residents to search <br />current and prior permits and complete simple functions like registering and paying for a <br />pet license entirely on-line. Department heads realize the benefit of more technology but <br />are challenged to find the time to responsibly research and investigate options and <br />vendors. <br />6.Laserfiche electronic document storage- Although scanning earlier documents has <br />previously been outsourced, scanning is currently done by two staff members <br />knowledgeable about type of documents and retention periods. This consumes a <br />considerable amount of time and is done as time allows, with no set deadline for <br />completion. <br />10 of 63
