5)Who would you go to with questions about Council goals, policy, procedures, and <br />resource needs? <br />Staff agreed that the first source for questions about the Council goals is the Strategic Plan, <br />which lays out first year actions and the two-year results. If further clarification is needed, <br />staff would bring their question up to the City Administrator and as a last resort inquire with <br />City Council members. <br />Questions about policy, procedures and resource needs would be discussed at weekly <br />Leadership Team meetings and/or discussed in one-on-one meetings with the City <br />Administrator who routinely has individual meetings with each department head. In <br />addition, staff who have a supervisor are always welcome to ask their supervisor any <br />questions about policy, procedures, and resource needs. <br />6)When it comes to workload would you say that you have enough to keep busy, too much <br />to handle or that the workload ebbs and flows depending on time of year? Depending on <br />your prior answer, do you have a suggestion for improvement? <br />Most staff would agree that they have more work than what one could fit into a 40-hour <br />week and are often staying late, coming early or working on weekends to keep on top of <br />work. The roles of their departments have grown over time and gotten more complex. A <br />prime example is the additional reporting requirements for ARPA funds, budgeting, Tax <br />Increment Financing and financial reporting. <br />It is difficult for the Finance Director to step in and perform Accounts Payable and Payroll <br />functions if the accountant is sick or on vacation. When he has to perform these backup <br />responsibilities, his workload as the Department Head gets delayed. Additional staff would <br />allow for more cross-training and take into consideration that staff will be gone for sick, <br />vacation, health issues, etc. <br />When staff are out for extended periods of time for health reason or work-related injury, it <br />has a significant impact on the other staff getting their workload completed. This <br />department head appreciates the Council recognizing this and allowing interim staff to be <br />hired to fill the void for extended period absences. <br />Improvement would be to start upgrading systems and processes with new software <br />applications. Many other cities have already gone this route for efficiency. However it <br />seems that Little Canada has had a preference not to spend money on technology even if <br />its proven to create efficiencies. <br />Another staff member felt that the City has improved in the last five years but that there is <br />more work to be done. This individual believes that asking for additional staff is like <br />admitting defeat and prefers not to ask for additional staff. Despite that , this individual <br />13 of 63
