Most department heads feel supported by Administration while a few would appreciate <br />more assistance with specific issues. Several staff members feel effective but not efficient <br />because there are too many different demands for their time and they are consistently <br />putting in well over 40 hours per week at work. Another department head does not feel <br />they hold the authority that other department heads do based on observation of how other <br />department heads are treated. <br />4)Do you and your staff know what is expected from the Council and if not, how can this be <br />improved? <br />Overall, staff know what the Council expects from review of the 2022 Strategic Plan. The <br />Council participated in two strategic planning sessions in the last 5 years, in 2019 and 2022. <br />Most staff felt this has resulted in clear expectations of what the Council expects and helps <br />them as departments to align their goals with future organizational goals. <br />The Leadership Team, which meets weekly and consists of department heads, continues to <br />consider these goals and strategic initiatives as they are planning and doing City proj ects. <br />Members of the Leadership Team have a good relationship with the City Administrator and <br />Council members and would not be shy about approaching them with questions to better <br />understand expectations or to have questions answered. <br />Job descriptions are also of benefit to help to lay out what is expected of employees and the <br />responsibilities associated with each position. A staff member noted that just because it is <br />listed in so e ody’s jo description does not ean that is how the or an ization operates <br />and shared a task fro another person’s jo description that they were routinely <br />performing to keep things moving forward. <br />This department head specifically feels very aware of the Council expectations because of <br />their participation and attendance at Council meetings. However, at times staff who are <br />further removed from decision making at the Council level, do not always know or <br />understand what is expected of them and are resistant to change. Regardless of how the <br />information about Council expectations is delivered, so e staff don’t easily accept change. <br />Some members of the Council have developed a trusting relationship with department <br />heads that creates a good working relationship. If Council members need something or <br />have a concern about the City, they will usually be in touch with the department head or <br />Administrator. One department head looked forward to being able to provide Council <br />members a more detailed report on the day-to-day tasks that the department completes. <br />12 of 63
