There currently is some outreach for specific things like the City’s Comprehensive Plan and <br />proposed park improvements. This encouragement has been effective inviting residents to <br />provide city officials and leaders with input without requiring them to attend a Council <br />meeting or be on a City Commission. Historically the City has used some students from the <br />University of MN for some outreach and they have also assisted with a Park’s engagement <br />project. Initially, this took time to meet with the group on a regular basis, but then the <br />group was able to do some of the more time-consuming legwork. This is an example of a <br />situations where the City is better off hiring a consultant for one-time project requiring <br />experience and a skill that existing staff do not possess. <br />10)Are the current staffing needs of the City being met and if not, where would you allocate <br />additional staff and why? <br />One staff member felt that the City is short one full-time staff member or two part-time staff <br />members. This individual felt that the Customer Service Specialist is managing to many <br />processes with cash receipting, utility bill receipting, permit receipting, answering phone <br />calls, dealing with front counter residents, permit issuance and tracking facility boo kings. <br />A staff member felt that the Finance Department is short a part time Accountant/UB Clerk. <br />Another staff member felt that additional staff were needed in Administration with a focus <br />on communication, engagement and Diversity, Equality and Inclusion (DEI) Initiatives. <br />Some staff felt that additional help was needed at City Hall to support the departments <br />located there and have a stronger focus on communication with residents. Park & <br />Recreation was identified for having additional staff because of a sense that the Council <br />would like to expand recreational programming. On the maintenance side staff will also <br />need to increase as the additional amenities are added. <br />According to a staff member having one person in Planning is not sufficient given that other <br />cities, half the size of Little Canada, have three planners. <br />Another staff person assessed City staffing needs as follows: <br />1.Front desk & phone back-up every day and especially when Lisa is off <br />2.Miscellaneous administrative duties <br />a.Available to help everyone with as-needed jobs (mailings, specific <br />projects/events like the ara e sale far er’s arket Cookies with anta) <br />b.Help with scanning and moving documents into Laserfische <br />c.Coordinate the Council packets sometimes <br />3.Coordinate the rental housing licensing program & help the Code enforcement <br />inspector/rental housing program person stay caught up with his admin work <br />4.Communications: <br />16 of 63
