Maybe he has ideas for that. Our <br />administrator position is very hands-on and is involved in every aspect of the city, so <br />he is pulled in every direction, plus he is the sole person doing any type of economic <br />development due to him being the only one with that skillset. <br />11)What trends are impacting the City of Little Canada and how might these impact future <br />staffing needs? <br />1)The State and Federal government are making more complex financial instruments, such <br />as Tax Increment Financing (TIF) loans available and with that comes more responsibility <br />for the Finance Department to issue, track, manage and report on additional TIF projects <br />within the community. <br />2)The City is behind in terms of technology and working to catch up. Because Little <br />Canada is a small city, it can learn from the success and failures of others that have <br />already implemented some of these technologies. <br />3)Staff have a broad range of duties due to limited staff which benefits staff in having a <br />larger view of the organization while also limits them from becoming an expert in their <br />primary area of focus. <br />4)Some staff expressed concern with the pay system and confusion over what is COLA and <br />wages increases and felt the City needs to better communicate the compensation plan. <br />5)There is a municipal trend to communicate more with residents which will lead the City <br />to bring on staff somebody that specializes in communication. This staff person will also <br /> ana e the City’s website, social media and newsletter whereas now there is a <br />coordinator and multiple departments contributing. <br />6)There will be growth in single family and multi family housing. The City of Little Canada <br />is landlocked and fully developed so minimal expansion of public infrastructure is <br />anticipated. Remaining development will be more complicated because only the <br />challenging parcels remain. For this reason, future growth will weigh heavier on <br />administration, finance, planning and community development. Rice Street <br />redevelopment is a significant project that will be coming up. <br />7)Given the current labor challenges which will only get worse, the City should develop a <br />partial retirement plan to allow knowledgeable and qualified staff to work longer. <br />17 of 63
