The majority of staff agreed that the City would <br />benefit from having a staff member with a focus on communications to assume some of <br />the depart ent head co unication responsi ilities ana e the City’s overall <br />communication efforts and even expand communications with residents. <br />In addition to communications this position should manage projects in various <br />departments redevelopment projects, trail enhancement projects, and preparing <br />Council recommendations on specific issues. <br />According to some staff, the City of Little Canada is behind other cities when it comes to <br />technology and challenged by the amount of time required to research and implement <br />new technologies or software in the workplace. This position, in addition to the other <br />duties, would be able to lead a committee in exploring and deciding on technology <br />products and vendors to assist to assist departments to be more efficient and effective. <br />I believe that the City Administrator position and the Administration Department in <br />general needs additional support. The Department consisting of three staff members is <br />significantly understaffed when compared to other Cities and overly reliant on the City <br />Administrator. Another position that has the authority to make decisions and assist in <br />leading City operations is needed. <br />2)40 or 20 hours/week Customer Service Specialist to provide front counter coverage <br />and perform additional clerical assistance to all departments <br />The City has some challenges staffing the front counter with the current one full-time <br />Customer Service Specialist. This staff person answers the phone and provides <br />customer service to residents visiting City Hall with a question or concern. Between <br />phone calls and random resident visits, the front counter at City Hall can be busy. The <br />City Administrator or City Clerk is responsible for finding other staff available to provide <br />coverage to the front counter when this position is absent which is typically the part- <br />time Accountant or Utility Billing staff members from the Finance Department. There <br />have been times when these two positions are unable to provide backup and <br />department heads have had to assume this responsibility. <br />All Leadership Team members recognize that there is a need for additional help at the <br />front counter. Based on that I am recommending an additional full or part- time 20 <br />hours per week Customer Specialist. This staff person would cover the front counter <br />when the other Customer Service Specialist is on vacation or sick. Any additional <br />available time would be spent assisting other departments at City Hall including <br />Administration, Finance, Planning, Parks & Recreation/Community Development and <br />Public Works by working on various small projects, assisting with permits and <br />performing clerical duties as needed. All departments, including Administration, would <br />benefit from having a staff member available to help as special needs arise. <br />25 of 63
