manageable allowing HR to provide a minimum requirement for training for staff, <br />supervisors and department heads. <br />12)Diversity, Equality and Inclusion (DEI) Program <br />I do not have a recommendation on a DEI Program but gained some valuable insight <br />after asking the Roseville City Manager if he had any advice for a smaller community like <br />Little Canada considering a Diversity, Equity and Inclusion Program. The City of Roseville <br />has a good DEI Program and has a considerable amount of information on their website <br />about how they got started and what the DEI Program entails. Below is City Manager <br />Patrick Trud eon’s response: <br />It is a struggle for smaller communities to have DEI staff person. I know other cities are <br />looking at how to do so. Couple of thoughts for cities like Little Canada. One, is that <br />they could look to partner with other cities and partner for a full-time position. An <br />offshoot of that is to approach Ramsey County and see they would be able to help <br />partially fund and administer a DEI position for Little Canada and other smaller <br />suburbs. As some of that may take time, another alternative is to have their staff go <br />through the GARE (Government Alliance on Race and Equity) program. That is how we <br />started out journey. I would note that it does take a substantial commitment by staff <br />and the Council to start making progress. Also there is a financial commitment to keep <br />in mind too, not just for the position, but for the initiatives that may result as an <br />outcome in having the position. In other words, there has to be buy-in at City Hall for it <br />to be effective. <br />Implementation <br />The Council should discuss and evaluate this Study and the Recommendations contained within. The <br />Council most likely will not agree with all the recommendations and that is understandable and to be <br />expected. Hopefully Council members will learn more about the organization and staff opinions and <br />thoughts which were shared open and honestly to assist in improving the organization. <br />The City Council will have to make some decisions as to whether the new positions should be a <br />Community Engagement Director that later becomes an Assistant City Administrator in <br />Administration and whether the Customer Services Specialist to help cover the front counter is PT or <br />FT after accounting for the additional work to be accomplished in the 2022 Strategic Plan. <br />The Little Canada City Council has laid out some impressive goals for development, community and <br />operational efficiencies in the 2022 Strategic Plan. It is important to consider where the City is <br />currently at so that in an effort to grow and provide better services the City does not forget that at <br />the core of all services, are employees who are working diligently to provide for residents. As several <br />staff indicated, it is stressful trying to balance busy lives with the growing demand for more work <br />hours to keep things afloat. <br />30 of 63
