The recommendations that are provided above are intended to create a future roadmap for the City. <br />Not all these changes can occur at once, for instance the proposed staffing changes may be limited by <br />the budget while some other recommendations may require staff agreement and further discussion <br />and preparations. The Council and staff need to discuss and agree on what recommendations it <br />wishes to implement, what the cost of implementation may be and who needs to be involved in <br />making it successful. <br />It is important that the Council and management staff monitor the impacts these changes have on the <br />organization. For instance, the Study recommends adding a FT or PT Customer Service Specialist to <br />assist at the front counter and perform various administrative and clerical functions in other <br />departments. The Council will have to make the decision as to whether that position is hired at FT or <br />PT and check in with HR to learn how that position is working out. Are other departments making <br />good use of this position or is it experiencing considerable down time because other departments are <br />not requesting assistance? This would require further discussion among department heads, do <br />departments really need clerical help or are their problems with delegation? <br />As was discussed with the City Administrator, these changes to the organization will be happening <br />while other changes are also occurring. For instance, as the City continues to upgrade and implement <br />new technology, the need for additional staff may be minimized. Therefor its important to constantly <br />be inquiring with department heads to learn how operations are being impacted by changes from the <br />Study and other changes that might be impacting the department. <br />The Council and management staff should continue to review this document annually when they are <br />setting their annual goals to determine what recommendation might be ideal for implementation and <br />to assess how the changes that were previously implemented impacted the organization. As the City <br />continues to grow and expand these staffing needs will become more evident and it is important that <br />the City continue to keep on the radar the need to develop employees from within and keep building <br />the leadership that the City needs for tomorrow. <br />31 of 63
