■An analysis of comparable city structures to compare and contrast structures with <br />that of Little Canada (City staff will provide list of comparable cities) <br />Assessment Process Summary <br />One-on-one meetings were conducted with each Council member on October 10, 2022 with the <br />exception of Council Member Fisher who was interviewed via a Microsoft Teams Meeting on <br />Monday, November 7 prior to any interviews. During these meetings, the purpose of the Study, <br />any Council member concerns and expectations were discussed. <br />Some of the areas of special interest that came out of these individual interviews include: <br />1)Concerns about Public Works Department having sufficient staff <br />2)Question about does the City prioritize cross training and have the resources to ensure <br />proper backup <br />3)What are the staffing requirements for the front counter and how is it currently being <br />staffed? <br />4)What does a lean organization like Little Canada do when staff take vacation, sick, etc. <br />5)Desire to gain a better understanding of the various workloads and address those that <br />are too much <br />6)Where is the City going and what is it currently lacking- specifics, not theory <br />7)Should Administration be restructured to provide more resources? <br />8)Desire to free up staff to do more Council research <br />9)Can the City provide better quality of services and be a premier City <br />10)Are staff wearing too many hats and would they benefit from being able to focus more? <br />11)Can Little Canada communications be improved upon? <br />12)What needs to be fixed at Little Canada? <br />13)What training is recommended to assist staff in their positions? <br />Current City and Staffing Summary <br />The City of Little Canada is an established community with a 2022 annual budget of $4,400,790 <br />and a 2020 population of 10,783 residents. Little Canada’s population from 2016-2020 <br />consisted of the largest number of residents in the age range of 55-64 years of age at 17.1% of <br />the population. Second largest age category for Little Canada population was those individuals <br />25-34 years of age at 16.2%. <br />A knowledgeable staff member believes that the City will experience growth in families as <br />townhomes and apartments are planned for development in the near future. Redevelopment in <br />Little Canada will depend heavily on what happens to the economy in the future. The City has <br />been diligent in maintaining streets by committing $1 million in street improvements and <br />repairs annually for the last 15 years. <br />4 of 63
