STAFF REPORT <br />TO:Mayor Fischer and Members of the City Council <br />FROM:Heidi Heller, City Clerk/HR Manager <br />DATE:March 22, 2023 <br />RE:New Tattoo/Body Art License for Microblading Business <br />ACTION TO BE CONSIDERED: <br />Consider a new Tattoo/Body Art License for Chee Vue, owner of Beauty by CheeChee, LLC, a <br />microblading business for the license period March 23, 2023 to June 30, 2023. <br />BACKGROUND: <br />Chee Vue is proposing to move her microblading business from Woodbury to a shared office <br />condo at 2558 Rice Street. She would be renting one room in the office condo. Ms. Vue has <br />been in the microblading eyebrow business full-time for 4 years. <br />Microblading/permanent/semi-permanent make-up is applied in the same manner as a tattoo. <br />The State of Minnesota now licenses tattoo/body art businesses, and permanent makeup <br />businesses are required to get a state tattoo/body art license. Ms. Vue has a current state license <br />for her Woodbury location, but has to apply for one at her new location in Little Canada. Her <br />application meets City Code Chapter 822, Tattoo/Body Art. Staff is waiting on background <br />check results for Ms. Vue. <br />Per the Zoning Code, microblading/permanent makeup/micropigmentation (considered <br />tattoo/body art) is now a permitted use in commercial zoning districts, and simply requires a city <br />business license. There is no limit on the number of permanent makeup tattoo licenses that can <br />be issued. <br />STAFF RECOMMENDATION: <br />Staff recommends approval of a new Tattoo/Body Art License for Chee Vue, Beauty by <br />CheeChee, LLC to operate at 2558 Rice Street for the license period March 23, 2023 to June 30, <br />2023, subject to receiving satisfactory background checks.
