The Administrator indicated that he <br />would broaden that particular action item. <br />The Administrator reviewed the action plan relating to "Prepare Park <br />Enhancement Plan" with discussion focusing on obsolete equipment <br />and/or deficient equipment. Blesener suggested that the Parks & <br />Recreation Commission inventory equipment needs. Keis suggested that <br />equipment that is in need of maintenance or is dangerous should be <br />addressed. He stated that he was not convinced there was the need to <br />change out equipment just for the sake of changing it. Montour stated that <br />the park system is just like other City infrastructure and should be replaced <br />and upgraded as appropriate. The Administrator noted that streets are <br />reconsh•ucted when they are deteriorated. Montour indicated that there is <br />some obsolescence associated with playground equipment, and it may be <br />necessary to include that factor in the analysis. <br />The Administrator indicated that a park facility enhancement/deficiencies <br />report will be prepared for the Council's consideration. Once the Council <br />reviews that report, direction can be provided to the City staff. <br />The Administrator reviewed the action plan related to "Evaluate Shared <br />Facilities", and indicated that this will be done in light of the Public Works <br />Garage project and any other opportunities that may exist. The Council <br />also discussed the County's need for an impound lot, and the <br />Administrator indicated that he would have discussion with the County's <br />property manager on this issue. <br />The "Evaluate Business Licensing Program" action plan was reviewed. <br />The Administrator asked the Council for verification of the objectives of <br />the business licensing program. Montour indicated that one objective is to <br />determine the types of businesses in the City. The Administrator reported <br />that the City has that information. He noted that the Fire Marshal has <br />inspected all City businesses. One of the objectives of the business <br />licensing program is to offset the cost of the fire inspection program. The <br />Administrator noted, however, that in this economy it may be difficult to <br />impose an additional license fee. <br />Blesener suggested that staff put together a report on business licensing <br />options as recommended by the Administrator. He also noted that the <br />outdoor storage licensing issue needs to be completed. <br />Montour asked how the cost of the City's fire inspection program is paid <br />for now. The Administrator replied that the expense is covered by the <br />General Fund, therefore, paid by all the taxpayers in the City. The <br />
