MINUTIJS <br />CITY COUNCIL <br />MARCH 30, 2009 <br />days, but the other half would then be certified to property taxes and <br />collected for the 15 year term. <br />Two property owners indicated that they had not seen the bids for the <br />work. One of these property owners expressed strong concern that only <br />one bid was being obtained feeling that at least three bids should be sought <br />for the work. A member of the condo association board indicated that the <br />bids are in the association office for review by property owners. The <br />board member also reported that this information has been communicated <br />to all residents. He also noted that he has a copy of the bid tabulation with <br />him this evening. <br />The City Administrator reported that the City is facilitating the HIA <br />process as a financing mechanism for the condominiums. The project <br />itself is the responsibility of property owners and the condo board. The <br />Administrator offered to make copies of the bid tab for distribution this <br />evening. <br />One property owner continued to express fi•usri•ation with the project, the <br />bid process, and the lack of information. Again board members disputed <br />the claims of lack of communication. <br />The Administrator reported that if the fee resolution is adopted, property <br />owners will be mailed a copy of the resolution as well as additional <br />information on the fee payment process, etc. The Administrator noted that <br />the fee schedule was mailed to property owners along with the notice of <br />this evening's meeting. Those fees would remain the same and the <br />schedule will not be resent. <br />A property owner questioned the confidentiality of the information <br />submitted to Ramsey County for the low income financing. He noted that <br />property owners who had not submitted a completed survey form were <br />contacted by board members. The City Administrator reported that in an <br />effort to get as many submittals as possible to qualify for this low income <br />money, the County reported on who submitted survey forms. The County <br />did not reveal any income information. McCraw noted his ownership in <br />the Fleur Royale Condominiums, and reported that the County provided <br />information to them on who submitted the qualifying survey. There was <br />no disclosure of income information. This property owner reported that he <br />intends to pay his fee up front, therefore, did not submit the survey <br />information. The Administrator reported that submitting a survey may <br />help his neighbors who have to finance their share of the fee. This <br />property owner felt that the majority of the owners in Canabury Condo <br />had money and would not qualify for the low income financing. The <br />Administrator reported that the Canabury Condo is close to qualifying for <br />this money. <br />5 <br />
