MINUTES <br />CITY COUNCIL <br />MARCH 25, 2009 <br />position for 2009, but backed off due to budgetary concerns. The <br />Administrator noted that Vadnais Heights may be interested in sharing this <br />position. The Administrator reviewed estimated cost of the position, <br />noting that the City's out-of-pocket would be about $40,000. He noted <br />that he estimated Vadnais Heights' participation at $8,000, thus reducing <br />the cost to Little Canada to under $32,000. The Administrator again noted <br />that the grant would be for three years. If funded, Little Canada would be <br />responsible for the full cost of the position at least one year beyond the <br />expiration of the grant and possibly slightly longer based on the timing <br />needed to achieve a full budget year. <br />The Adminish•ator felt this was an excellent way to aggressively deal with <br />crime prevention in the City's multi-family properties. A cost sharing <br />arrangement with Vadnais Heights would make sense given the similar <br />issues at their County Road Dmulti-family properties and the proximity of <br />these properties to Little Canada. <br />Mr. McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2009-3-72 -AUTHORIZING THE RAMSEY <br />COUNTY SHERIFF'S DEPARTMENT TO PURSUE COPS GRANT <br />FUNDING FOR MULTI-FAMILY CRIME PREVENTION OFFICER <br />WITH THE UNDERSTANDING THAT THE CITY WOULD BE <br />COMMITTED TO FUNDING THIS POSITION FOR ONE BUDGET <br />CYCLE BEYOND THE THREE-YEAR GRANT TERM <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />HEALTH The City Administrator reviewed his report dated March 19, 2009 <br />INSURANCE recommending a change in health insurance carriers for City employee <br />CARRIER health insurance to Blue Cross-Blue Shield (BCBS). This change is being <br />recommended based on the proposed increase of 26% from the current <br />carrier as well as quotes received through the underwriting process. The <br />Administrator also noted that the plan year would change from April ls` to <br />January 1 S` based on the requirements of the BCBS plan. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2009-3-73 -APPROVING THE CHANCE IN <br />EMPLOYEE HEALTH INSURANCE POLICY TO BLUE CROSS- <br />BL UE SHIELD EFFECTIVE APRIL 1, 2009 AS RECOMMENDED <br />BY CITY STAFF <br />13 <br />
