MINUTES <br />CITY COUNCIL <br />MARCH 25, 2009 <br />The Administrator noted that the disadvantage to delaying the purchase is <br />that the sheet sweeper will likely be at a higher purchase cost under the <br />State conh•act. He noted that in delaying the purchase the City will have <br />to contract with a private vendor for a spring sweeping, and the sweeper <br />will not be available for other clean-ups, including a fall sweeping. <br />The Administrator noted that the City of Falcon Heights is also <br />considering this matter at their council meeting with Falcon Heights staff <br />recommending to proceed with the purchase. <br />Blesener noted that the Watershed declined to participate in the cost last <br />fall, and he did not feel it was likely they would change that position. <br />Blesener also felt that the price of sheet sweepers would increase in the <br />next state contract year. <br />Mr. McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2009-3-71-APPROVING THEAMENDED <br />JOINT POWERS AGREEMENT WITH THE CITY OF FALCON <br />HEIGHTS FOR PURCHASE OF A STREET SWEEPER AT THE <br />STATE CONTRACT PRICE PROVIDED THAT THE CITY OF <br />FALCON HEIGHTSAPPROVES THE PURCHASE AS WELL, AND <br />AUTHORIZING THE MAYOR AND CITYADMINISTRATOR TO <br />EXECUTE THE AGREEMENT ON BEHALF OF THE CITY <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />COPS The City Administrator reviewed his report dated March 20, 2009 relative <br />GRANT to the COPS Program enabled as part of the recent Federal stimulus <br />PROGRAM package. The Administrator reported that the contracting cities have <br />directed the Ramsey County Sheriff's Department to pursue this funding <br />for the relief deputy position that has been considered for the past couple <br />of years. The grant would fund the position for three years based on the <br />starting salary and benefits for a deputy sheriff. Given that the person <br />likely to fill the position will not be a new employee due to union contract <br />positions, the contracting jurisdictions will be responsible for the costs <br />above the starting wage rate as well as for the proportionate share of <br />overhead costs that are part of the funding arrangements. The <br />Administrator also noted that the City would be committing to the position <br />as a full budgetary expenditure beyond the three-year grant term. <br />The Administrator indicated that the second position that could be applied <br />for would be to address crime prevention enforcement issues at multi- <br />family complexes.
