MINUTES <br />CITY COUNCIL <br />MARCH 25, 2009 <br />pointed out that the School District is proposed to be assessed $72,000 and <br />the City would pay $178,000 for the park property abutting the street. <br />Christenson noted that Eli Road property owners will pay three times, <br />once in a direct assessment, again in school district taxes, and again in <br />taxes paid to the City. Blesener noted that from a School District <br />standpoint, property owners in Roseville will share in the cost of this <br />assessment. <br />Christenson stated that she knows the street is bad, but is asking for the <br />City's help in the level of assessments. Blesener noted that after the <br />improvement hearing, the Council modified the assessment policy for <br />2009 lowering the maximum fi•ont footage that is assessed fi•om 125 feet <br />to 100 feet. This change resulted in an assessment reduction for some <br />properties. The Administrator explained that the assessment rate was also <br />capped at the 2008 rate. FIe noted that the favorable bids received result in <br />a savings for the portion of the cost paid for by all the taxpayers in the <br />City. <br />Pelton asked if portions of the project could be eliminated, such as curb <br />and gutter, ponding, and drainage, thus reducing the cost. The <br />Administrator noted that the City's assessment policy calls for the <br />assessment of 100% of the cost of a rural section roadway such as Pelton <br />described. Therefore, the assessment would be higher under that type of <br />improvement. Pelton asked about the assessment of storm sewer <br />improvements. The City Administrator explained that the City does not <br />assess for storm sewer. That portion of the improvement is paid from the <br />City's Storm Sewer Infrastructure Fund. He further noted that the <br />assessment rate cap is set at a level that the City feels is supportable from <br />a benefits received standpoint. <br />Pelton asked about the driveway accesses for the school parking lot. The <br />Administrator reported that from a pedestrian safety standpoint, driveway <br />accesses are being relocated to minimize conflicts with pedestrians. <br />Pelton indicated that the biggest complaint Yhat Eli Road property owners <br />have is that the School District should have started a fund to pay for future <br />road reconstruction at the time that the school was built. The <br />Administrator indicated that the School District is prepared to pay their <br />share of the assessment. <br />There was no one present from Demont Avenue wishing to comment on <br />the mill and overlay for this street. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />6 <br />
