MINUTES <br />CITY COUNCIL <br />MARCH 25, 2009 <br />RESOLUTION NO. 2009-3-66 -AWARDING THE SID OF T. A. <br />SCHIFSKY & SONS IN THE AMOUNT OF $390, 995 FOR MILL <br />AND OVERLAY OF THE FOLLOWING STREETS: <br />DEMONTAVENUE (Canabury Drive to Rice Street); <br />DESOTO STREET (LnBore Routl to Allen Avenue) AND <br />COSTA LANE; <br />WESTWIND DRIVE AND WINDROW DRIVE <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />Keis stated ordering the Eli Road/DeSoto and Lakeside Court <br />reconstruction projects is a difficult decision given the economy and the <br />opposition to the projects. Keis stated that his preference is to go forward <br />with the Lakeside Court project, but delay the Eli/DeSoto Road project. <br />McGraw agreed that it is difficult to order projects that spend money out <br />of someone else's pocket. McGraw noted that these are exri•aordinary <br />times given both the economy and the favorable bidding market. He noted <br />that consideration also has to be given to the general taxpayers of the City <br />who will pay a good share of these project costs. McGraw felt that all the <br />streets have to be done. He noted that if the projects are delayed, the <br />prices will go up. McGraw again noted that he also has to consider all the <br />taxpayers in the City when making this decision. <br />Blesener too felt this was a tough decision. He noted that the roads need <br />to be done. If the projects are delayed, the price will increase and all the <br />taxpayers in the City will pay more. Blesener felt that the bidding market <br />was an opportunity to get the work done at very low prices. <br />Keis pointed out the general taxpayers will still see a savings on the <br />projects that are ordered. Delaying one of the improvements will not <br />result in all the cost savings being lost. Montour asked why Keis felt the <br />Lakeside Court improvement should proceed and not F,li Road. Keis felt <br />the street was need and felt that the watermain portion of the improvement <br />was very important. Keis agreed that he did not think the City would ever <br />see bids lower than those received. He also stated that this is the first time <br />the Eli Road/DeSoto property owners were brought in and it is not <br />uncommon for projects to be delayed the first time they are proposed. The <br />City Administrator reported that the Eli Road/DeSoto Street project was <br />considered about five years ago at the request of the neighborhood. Once <br />cost estimates were presented to the neighborhood, the project was <br />delayed at their request. <br />
