MINUTES <br />PLANNING COMMISSION <br />APRIL 9, 2009 <br />thru traffic exits toward the north. The Planner noted that the visibility of <br />this sign is internal in nature, therefore, not an issue if it remains. The <br />Planner recommended that the east-facing canopy sign be eliminated. <br />Merit noted that CVS wants to be a good neighbor and agreed to remove <br />the east-facing canopy sign. Merit stated that they would like to retain the <br />north-facing canopy sign as it serves as a visual cue that this is an exit and <br />not an enhance to the pharmacy. Duray felt the north-facing sign was <br />warranted given the one-way circulation in this area. <br />The Planner noted that the electronic reader board will be subject to the <br />City's electronic sign regulations. He noted that the remainder of the <br />signage is in compliance, including the freestanding signs. The Planner <br />noted that with the changes proposed, no variances are necessary. <br />However, he recommended that the Commission act on the Variance <br />requests so that the record is clear. The Planner also noted that the design <br />of the freestanding signs with an opaque background and illuminated <br />letters does comply with the City's architectural guidelines. <br />Mr. Duray recommended denial of the Variances from the required <br />setback for freestanding signs and from the maximum allowed sign square <br />footage as requested by Icon Identity Solutions representing CVS <br />Pharmacy based on the following findings of fact: <br />• There is no hardship shown that would interfere with putting the <br />property to reasonable use; <br />• Sign visibility to the site is generally unobstructed from <br />approaching roadways; <br />• Additional signage does not increase visibility of the site; <br />• Wall signage can be rearranged to meet the requirement without <br />sacrificing message size. <br />Motion seconded by Pechmann. <br />Motion carried 5 - 0. <br />Mr. Duray recommended approval of the Conditional Use Permit for a <br />Comprehensive Sign Plan for CVS Pharmacy as proposed by Icon <br />Solutions subject to the following: <br />• Removal of the east-facing drive-tlu•u canopy sign; <br />• Subject to total sign square footage being no more than 844 square <br />feet as allowed by City Code; <br />• Subject to efforts by CVS to modify the Valvoline sign to match <br />the architectural appearance of the CVS signage; <br />-3- <br />
