MINUTES <br />PLANNING COMMISSION <br />APRIL 9, 2009 <br />• Acknowledging that the design of the signage with an opaque <br />background and individually lit letters complies with the City's <br />Architectural Guidelines; <br />• Subject to compliance with any other recommendations of the City <br />Planner as outlined in his report dated Apri13, 2009. <br />The foregoing resolution was duly seconded by Pechmann. <br />Motion carried 5 - 0. <br />COMP The City Planner reviewed the Comprehensive Plan Update which is now <br />PLAN in final form for presentation to the Metropolitan Council. He noted that <br />UPDATE the Plan consists of four primary sections. These are the Land Use Plan, <br />the Water Resources Plan, the Parks Plan, and the Surface Water <br />Management Plan. The Planner noted that the Comp Plan update has been <br />reviewed and updated over the past several months. The City Council has <br />scheduled a Public Hearing for adoption of the Comp Plan on April 22, <br />2009. The next step will then be to present the Plan to the Metropolitan <br />Council for formal review. The Plan has also been submitted to <br />surrounding jurisdictions for their comments. <br />The Planner reported that the Comp Plan reflects the city's planning for <br />land use. He noted that land use in Little Canada is not proposed to <br />change significantly. The Comp Plan reaffirms the City's historical land <br />use patterns as well as talks about redevelopment along Rice Street and <br />some other areas in the City. The Plan also addresses infill development <br />indicating that this development is to be high-quality and assets to existing <br />neighborhoods. <br />The Planner reported that he has spent a lot of time discussing with Met <br />Council their population forecasts for Little Canada. The Met Council's <br />original forecasts were significantly higher than what the City had room <br />for. The Met Council has now backed off on those forecasts, and the <br />numbers reflected in the Comp Plan are much lower. The Planner noted, <br />however, that the Met Council will still have to give fnal approval to <br />those numbers. <br />Duray acknowledged the time that has been spent by the Planner, City <br />Council, and the Planning Commission on the Comp Plan update. <br />The Commission had no questions on the final Cornp Plan draft. The <br />Planner noted that the document is available for viewing on the City's web <br />site. <br />Duray recommended that the Comp Plan document be submitted to the <br />Metropolitan Council for formal review. <br />-4- <br />
