It has not been indicated whether the proposed parking lot is to be illuminated. If so, <br />light standard locations and fixture heights should be specified on the site plan. <br />It also has not been indicated whether or not the increased parking supply will prompt a <br />need to provide additional disabled parking stalls on the site (proximate to building <br />entrances). As a condition of PUD amendment approval, the applicants should <br />demonstrate compliance with applicable ADA parking requirements. <br />Landscaping and Tree Preservation. To date, a landscaping plan has not been <br />submitted (as required by ordinance). As a condition of CUP approval, a landscape <br />plan should be submitted subject to City approval. <br />The proposed parking lot construction will result in the Toss of numerous trees. The <br />City's tree replacement requirements stipulate that 30 caliper inches of tree plantings <br />must be provided per acre of disturbed land. <br />The subject site measures approximately 24.7 acres in size. Of this, 2.2 acres will be <br />affected by the parking lot construction. As a result, the Zoning Ordinance requires that <br />the landscape plan include at least 66 caliper inches of tree plantings, in addition to <br />shrub, lawn, and other planting. Compliance with this requirement should be verified in <br />review of the landscaping plan and occur prior to final inspection of the site <br />improvements. <br />stormwater. The addition of the parking lot will require an expansion of the on-site <br />stormwater/infiltration basin and an upgrade to the existing stormwater pond outlet <br />Issues related to stormwater should be subject to comment and recommendation by the <br />City Engineer. <br />Recommendation <br />Based on the preceding review, Planning Staff recommends approval of the PUD <br />amendment subject to the following conditions: <br />If the parking lot is to be illuminated, light fixture locations and heights be <br />specified on the site plan (in accordance with City requirements). <br />2. The applicants demonstrate that ample parking stalls are provided on-site for <br />disabled persons (as a result of the expanded on-site parking supply) in <br />accordance with ADA requirements. <br />3. The applicants prepare a landscaping plan for City review and approval prior <br />to final inspection of the parking lot. Such plan shall demonstrate compliance <br />with applicable ordinance requirements including tree <br />preservation/replacement standards. <br />
