side setback for the proposed enclosure, encroaching into the typical side yard by <br />approximately 3 to 4 feet. <br />The applicant has not provided drawings or details of the enclosure, other than to <br />identify the concrete block building materials. There are a few issues that are unclear <br />from the application materials. First, the application does not specify a cover to the new <br />enclosure. The other garbage enclosures in the PUD include covers. Whereas these <br />covered enclosures can be inconvenient in some cases for owners, they help to ensure <br />that any refuse does not escape the enclosure area. Planning staff would recommend <br />that the new enclosure be constructed in a manner that is similar in nature to other <br />existing enclosures in the PUD. <br />The application also does not specify the exterior finish of the enclosure area, apart <br />from the identification of the use of concrete block as the primary building material. <br />Planning staff would recommend that the exterior materials of the structure match those <br />used for the principal building. <br />Finally, the application does not specify the gate design for the enclosure. The gate <br />would be necessary to help ensure that the storage area is screened from the adjoining <br />residential area to the west. The gate must be constructed of something other than <br />chain link materials, or at the very least, include an attached covering that would provide <br />for an attractive screening mechanism. The City should consider whether they wish to <br />require aself-closing gate mechanism to ensure that the gate remains closed. <br />Summary and Recommendation <br />The proposed PUD amendment is not inconsistent with the PUD district intent, provided <br />certain conditions are included in the permit approval. Planning staff recommends the <br />following: <br />1. The enclosure is revised in dimension to be consistent with a 15 foot setback. <br />2. The enclosure plans are provided, showing the following: <br />a. A roof, consistent with other similar enclosures in the PUD <br />b. Exterior building materials are shown to be consistent with the existing <br />principal building. <br />c.
