MINUTES <br />CITY COUNCIL <br />APRIL 22, 2009 <br />Stanke listed numerous properties in the City that he considered to have <br />outdoor storage of some type, and asked if they would be required to <br />obtain an outdoor storage license. The City Adminisriā€¢ator replied that <br />they would be subject to licensing provided they are industrial properties. <br />Stanke felt that all outdoor storage should be licensed, or none should. He <br />indicated that he will not continue to sit by and have his property devalued <br />because the City is taking his rights away. Stanke felt that the City <br />continually picks on Ryan Industrial Park. He expressed extreme concern <br />for the two PUD properties along Ryan Drive and the poor condition of <br />these properties that he felt the City was doing nothing about. The <br />Administrator reported that the City is doing code enforcement on these <br />properties, and one property owner has been cited. He noted that the code <br />enforcement process is a long one. <br />Stanke stated that his property taxes continue to go up and up and now the <br />City is saying that he cannot use his outdoor storage. Blesener <br />commented that the City is not saying that. The City is saying that in <br />order to have outdoor storage, it needs to be licensed, and it has to be in <br />compliance with the CUP that was agreed to. <br />Stanke pointed out the business that Ryan Industrial Park brings into Little <br />Canada. Stanke asked that the City leave these business owners alone for <br />fve years. He pointed out the tough economic times. <br />Blesener asked how the City can be guaranteed that Stanke will live by his <br />CUP. Stanke noted that he has two auto-related tenants. He suggested <br />that if the property is not in compliance when their auto repair licenses are <br />up for renewal, that the licenses not be renewed. <br />Keis asked what the City can do to keep Ryan Industrial Park looking <br />respectable. Stanke suggested that the City buy the first PUD building on <br />Ryan Drive and redevelop that property. <br />Montour noted that the City has had these conversations with Mr. Stanke <br />numerous times. He pointed out that the issue this evening is the <br />establishment of an outdoor storage license fee of $50. Stanke suggested <br />that if properties are in compliance, they not be required to pay the license <br />fee. Montour suggested that that may be an option that the City moves to. <br />He appreciated the fact that it was tough economic times, but also pointed <br />out the City has to make tough decisions and work toward maintaining a <br />viable community. Montour did not feel that a $50 license fee was that <br />big of an issue. <br />Stanke asked if the City would be obligated to comply with a petition in <br />opposition to the outdoor storage license.
