MINUTES <br />CITY COUNCIL <br />APRIL 22, 2009 <br />noted that should a property owner not be able to comply with their CUP, <br />there is the option of seeking a CUP amendment. <br />Blesener noted that a great deal of the value of these industrial properties <br />lies with the fact that outdoor storage is allowed as a conditional use. <br />Blesener felt it was important that the City kept these property values up, <br />and the outdoor storage license is another tool to ensure that properties are <br />kept clean and orderly. <br />The City Administrator reported that he received calls from tlu•ee property <br />owners today on this issue. Two of the property owners would be subject <br />to outdoor storage licensing. The Administrator indicated that after he <br />explained the proposal, they indicated their support. The third property <br />owner would not be subject to the ordinance, but felt it made sense. The <br />Administrator indicated that should a July 1S` date be established for the <br />outdoor storage license, he would recommend that the City give property <br />owners until October 1 S` to ensure that they are in compliance with their <br />CUP's. <br />Blesener noted that the City is only hying to achieve compliance with <br />what property owners have agreed to in their CUPs. The Administrator <br />pointed out that new outdoor storage standards were adopted. Those new <br />standards do not apply to valid CUPs that were in place prior to adoption <br />of the new standards. Only the new CUPS must comply with these new <br />standards. <br />Roger Stanke asked if the outdoor storage licensing would apply to only <br />the Industrial Zoning Districts and not the PUD District. Blesener replied <br />that that was correct, noting that the City is working to address the PUD <br />properties. The City Administrator suggested that the City could expand <br />outdoor storage licensing to include any PUD properties with an industrial <br />use. <br />Stanke noted that he surveyed Vadnais Heights, White Bear Lake, <br />Shoreview, Roseville, Maplewood, and Eagan. While all six cities <br />required either a Special Use Permit or a Conditional Use Permit for <br />outdoor storage, none required a license. Stanke reported that he has taken <br />out three CUPs with the City, and the City continually changes them. He <br />reported that he lost a renter because the City made him get rid of his <br />rental lot. Stanke felt that if adjacent communities are not licensing <br />outdoor storage, then neither should Little Canada. Stanke pointed out <br />that durnpsters are considered outdoor storage. He asked about the <br />licensing of dumpsters, stating that what is fair, is fair. <br />The City Administrator pointed out that Stanke needed to amend his CUP <br />from what was approved by the City because he kept changing how his <br />property was being used. <br />11 <br />
