MINUTIJS <br />CITY COUNCIL <br />APRIL 22, 2009 <br />Erdmanis outlined several issues that he has with the outdoor storage <br />regulations. He also felt that the outdoor storage licensing requirement <br />was an added layer. Erdmanis agreed that the City should have rules, but <br />did not support the added layer of licensing. Erdmanis also suggested that <br />the property owners should get together and do some self-policing. Keis <br />noted that when discussions first started on upgrading the outdoor storage <br />regulations, the owners in Ryan intended to do some self-policing. <br />Blesener asked the feeling of those present if there was no charge for the <br />outdoor storage licenses provided that a property was in compliance with <br />its CUP requirements. <br />Stanke asked about those properties that are grandfathered in. The City <br />Administrator noted that the new outdoor storage regulations do not apply <br />to those properties that are grandfathered in or are in compliance with <br />CUPs that were issued prior to adoption of the new regulations. However, <br />all indusri~ial properties with outdoor storage would be required to obtain <br />the outdoor storage license. <br />Stanke suggested that the Council put a moratorium on enactment of this <br />licensing requirement and give the property owners in Ryan a chance to <br />see what improvements they can make through self-policing. Stanke also <br />expressed concern that if he buys a bigger trailer he will have to redo his <br />CUP. <br />Montour stated that he would support having no license fee for those <br />properties in compliance. He indicated that he supported the self- <br />inspection process with the Code Enforcement Officer then verifying <br />compliance. Montour did not feel The process would be a long or difficult <br />one. <br />Stanke stated that he did not support the outdoor storage license for <br />industrial properties and felt there were many other properties in the City <br />with outdoor storage. <br />Russ Rischer noted that he recently amended the CUPS on his two <br />properties and asked how this license would impact him. Montour noted <br />that a license for outdoor storage would be required. Montour noted that <br />the license is another tool for the City to use in ensuring compliance. <br />Blesener again explained that the new outdoor storage conditions are only <br />applicable to CUPS issued after the new conditions were adopted. <br />However, the license will be required of all industrial properties with <br />outdoor storage. <br />Chris Birch, Birch Lawn, stated that they are in agreement with the CUP <br />process as well as the outdoor storage license since it gives the City an <br />expedited means of achieving enforcement. <br />15 <br />
