MINUTES <br />CITY COUNCIL <br />APRIL 22, 2009 <br />Wade Wilson stated that he had no overall objection to the licensing of <br />outdoor storage as long as it was applied fairly across-the-board. He <br />viewed the licensing requirements as another layer of government and <br />another fee. Wilson agreed with the suggestion that if properties are in <br />compliance there should be no license fee. <br />There was some discussion on the escalation of fees over a period of time, <br />with the City Administrator indicated that fees are based on the City's <br />costs relative to that particular business. Keis noted that fees are not a <br />revenue generator. Keis also indicated that the license is an additional <br />tool to keep the properties with outdoor storage in compliance. Keis <br />stated that he could support no license fee for properties in compliance, <br />and an escalating fee for those properties out-of-compliance. Keis pointed <br />out that the City cannot keep going year after year trying to achieve <br />compliance on outdoor storage. It is a drain on City resources. <br />John Krebsbach asked if this license was focused just on Ryan Industrial <br />Park, pointing out that there are other unsightly properties in the City. <br />Blesener reviewed the history, and the City Administrator noted that the <br />outdoor storage license would apply to I-1, I-2, and I-P properties. PUD <br />properties with an industrial use can also be added to the ordinance. Keis <br />noted the redevelopment that has occurred along Country Drive, and noted <br />that having well-maintained properties in the area will help that <br />redevelopment trend to continue. <br />Stanke asked why the City was afraid to add the PUD properties to the <br />outdoor storage licensing requirement. The City Administrator noted that <br />the Council has indicated that PUD properties with an industrial use will <br />be added. <br />It was the consensus of the Council to table action on the ordinance this <br />evening so that modification can be made based on this evening's <br />discussion. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2009-4-91-TABLING ACTION ON THE <br />OUTDOOR STORAGE LICENSING ORDINANCE UNTIL THE MAY <br />27, 2009 REGULAR CITY COUNCIL MEETING <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (4). <br />Nays (0).
