MINUTES <br />CITY COUNCIL <br />APRIL 22, 2009 <br />GOOSE The City Administrator reviewed his report dated April 17, 2009 <br />MANAGEMENT outlining goose management options that include egg addling and egg <br />OPTIONS oiling. He noted that these options were discussed with Dr. Cooper a few <br />years ago, however, at that time there was no authority to permit these <br />management options. The Administrator reported that permits are now <br />available. Permits are limited to individual property owners for their <br />property only, which means that multiple permits on a lake may be <br />necessary to address all nesting sites. <br />The Administrator hoped that this program would reduce the number of <br />birds and make round-ups less frequent. The goose round up program is <br />very expensive. The Administrator reported that he has taken the liberty <br />to apply for Federal and State permits on behalf of the City. He has also <br />forwarded this information to other interested parties who will likely <br />pursue permit applications for themselves. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO.2009-4-94 -AUTHORIZING THE GOOSE <br />NEST/EGG MANAGEMENT PERMIT PROCESS AS <br />RECOMMENDED SY THE CITYADMINISTRATOR <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />PLANNING The City Administrator reported that Jeff Helmeke has resigned from <br />COMMISSION the Planning Commission given his work schedule makes meeting <br />attendance diffccult. The Administrator reported that Helmeke has done a <br />good job for the City and thanked him for his service. <br />The City Administrator noted that at the time of the last appointment to <br />the Commission, the City received very strong resumes. In considering an <br />appointment at that time, there was a close vote between Tom Fischer and <br />Michael Everson. Tom Fischer was appointed. Given that Helmeke's <br />term expires on December 31, 2009, the Administrator indicated that it is <br />his and the Planning Commission Chair's recommendation that Michael <br />Everson be appointed to fill Helmeke's remaining term. Mr. Everson has <br />expressed his interest in the appointment. <br />Mr. Keis introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2009-4-95 -ACCEPTING, WITH REGRET, THE <br />RESIGNATION OF JEFF HELMEKE FROM THE PLANNING <br />COMMISSION AND APPOINTING MICHAEL EVERSON TO FILL <br />THE RESULTING VACANCY <br />18 <br />
