MINUTES <br />CITY COUNCIL <br />APRIL 22, 2009 <br />CONSENT Mr. Montour introduced the following resolution and moved its adoption: <br />AGENDA <br />RESOLUTIONNO. 2009-4-92 -APPROVING THE CONSENT <br />AGENDA WHICH CONTAINS THE FOLLOWING: <br />*APPROVAL OF THE VOUCHERS; <br />~•AMENDNG THE PERSONNEL POLICY RELATIVE TO THE OPT <br />OUT PROGRAM; <br />*APPROVAL OF PARTIAL PAYREQUEST TO FRATTALONE <br />COMPANIES FOR COBBLESTONE VILLAGE STORM SEWER <br />PROJECT IN THE AMOUNT OF $52,325.15 AS RECOMMENDED <br />BY THE CITY ENGINEER <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />HIA The City Administrator reviewed a draft Housing Improvement Area <br />POLICY (HIA) Policy for the Council's consideration. He indicated that it is <br />modeled after St. Louis Park's policy. The Administrator noted that key <br />concepts require a petition to initiate an HIA be signed by 50% of property <br />owners, rather than the 25% required by State Statute, as well as a <br />resolution from the board of directors indicating support of the project. <br />The Administrator noted that an HIA Policy may not resolve all the issues <br />that have arisen in this process, but should help to provide more clarity <br />within the process. <br />Blesener noted that the Policy also provided for anon-refundable fee to <br />the City to help defi•ay project costs. Keis noted that the fee is proposed <br />at .25% of the proposed project budget or $5,000, whichever is greater. <br />Therefore, small projects would be subject to a fee of at least $5,000. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2009-4-93 -ADOPTING THE HOUSING <br />IMPROVEMENT AREA (HIA) POLICYA5 PROPOSED BY THE <br />CITYADMINISTRATOR <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (4). <br />Nays (0).
