The City of Little Canada received very competitive bids for the Twin Lake Boulevard Project. <br />The low bid from OMG Midwest Inc. was 3.0% lower than the engineer’s estimate and will <br />result in a net savings to the City’s Capital Improvement Plan (CIP) project budget. <br />City staff and engineering staff have been working for many months to develop the project, <br />coordinate with the City of Vadnais Heights, coordinate with impacted residents and property <br />owners, and receive required project approvals. This is due to the unique topographic and environmental characteristics of <br />the roadway. According to the feasibility report, trail improvements were estimated at $801,991 <br />and the current cost included in the low bid is $862,598. Due to the high cost for this amenity, <br />staff worked with Bolton & Menk to apply for grant funding to assist with this project. <br />In March 2022, Ramsey County’s Community Development Block Grant Program (CDBG) was <br />taking applications for projects. Staff saw this as an opportunity to fund a pedestrian amenity <br />along the roadway and vetted the grant with Vadnais Heights staff and Ramsey County staff. In <br />May of 2022, the City of Little Canada was awarded the $506,000 grant from Ramsey County’s <br />CDBG program to help fund the trail improvements along Twin Lake Boulevard.
