The City of Little Canada received very competitive bids for the Twin Lake Boulevard Project. The low bid from OMG Midwest Inc. was 3.0% lower than the engineer’s estimate and will result in a net savings to the City’s Capital Improvement Plan (CIP) project budget. City staff and engineering staff have been working for many months to develop the project, coordinate with the City of Vadnais Heights, coordinate with impacted residents and property owners, and receive required project approvals. The scope of improvements includes: Full depth pavement reclamation and paving A new asphalt trail pedestrian amenity The addition of curb and gutter in areas where does not currently exist Storm sewer and stormwater management infrastructure Realignment of the eastern intersection with Vadnais Boulevard Installation of an emergency watermain interconnection to Vadnais Heights’ system Spot improvements to the sanitary sewer infrastructure On January 25, 2023, the City Council directed the City Engineer to solicit public bids for the Twin Lake Boulevard Project. The table below identifies the current as-bid project costs, itemized by improvement type, with project contingency and indirect costs included. This is due to the unique topographic and environmental characteristics of the roadway. According to the feasibility report, trail improvements were estimated at $801,991 and the current cost included in the low bid is $862,598. Due to the high cost for this amenity, staff worked with Bolton & Menk to apply for grant funding to assist with this project. In March 2022, Ramsey County’s Community Development Block Grant Program (CDBG) was taking applications for projects. Staff saw this as an opportunity to fund a pedestrian amenity along the roadway and vetted the grant with Vadnais Heights staff and Ramsey County staff. In May of 2022, the City of Little Canada was awarded the $506,000 grant from Ramsey County’s CDBG program to help fund the trail improvements along Twin Lake Boulevard.
