<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of the City Council <br /> <br />FROM: Corrin Wendell, AICP, Community Development Director <br /> Chris Heineman, City Administrator <br /> <br />DATE: Wednesday, May 24, 2023 <br /> <br />RE: Multi-Family Development Proposal – Rice Street & Demont Avenue (Rezoning <br />and Lot Combination) <br /> <br /> <br />SUMMARY <br />City staff has been working with Tom Duray on potential development plans for his properties <br />located at the northeast corner of Rice Street and Demont Avenue since 2020. Three separate <br />developers have expressed interest in this property, and another developer had submitted other <br />development plans for a multi-family apartment building in 2021. When this project fell through, <br />City staff introduced Mr. Duray to Paul Keenan, Vice President of Development for Reuter <br />Walton. After meeting with the property owner, Reuter Walton secured an option to purchase and <br />develop the property at the end of 2022. <br /> <br />City staff was contacted by Reuter Walton in December of 2022 to inquire about zoning, land use, <br />and development potential for the site owned by Tom Duray located at the corner of Rice Street <br />and Demont Avenue for a multi-family focused development. The purpose of this workshop is to <br />introduce the development team (Paul Keenan and Jared Ackmann, developers for the Twin Lake <br />Blvd apartments, LICA and Litmore), review the background of the site, view the preliminary site <br />plan, and review the planning process of the proposed development. <br /> <br />Reuter Walton is requesting to develop the existing 5 parcels to construct 175 housing units with <br />parking accommodated underneath the structure as well as surface parking. This proposal also <br />includes the relocation of the Flameburger restaurant to the existing building at the corner of Rice <br />and Demont. Reuter Walton currently has the properties under contract for purchase. <br /> <br />The land use application process includes: <br />1) Lot Combination – The development property currently consists of five separate parcels, <br />and a lot combination will be necessary to consolidate the development property. <br />2) Rezone the parcel from C-1, General Commercial District to C-2, Core Mixed Use District, <br />which is in line with the Comprehensive Plan Future Land Use Map and accommodates <br />the 50 units/acre proposal. <br />
