STAFF REPORT <br />TO:Mayor Fischer and Members of the City Council <br />FROM:Bryce Shearen, CPRE, Parks & Recreation/Community Services Director <br />DATE:June 14, 2023 <br />RE:Electrical Upgrades at Spooner Park <br />ACTION TO BE CONSIDERED <br />Motion to approve the quote from Hunt Electric in the amount of $51,210.00 for electrical upgrades <br />at Spooner Park. <br />BACKGROUND <br />Staff met with Canadian Days committee members Jeanne Parsons and Sue Nelson in February <br />2023 to discuss this year’s Canadian Days festival. Canadian Days was requesting additional help <br />from City staff to help set up before the event due to some of their volunteers not returning. They <br />were estimating approximately 60 hours of staff time. The Public Works Director and Parks & <br />Recreation Director felt maintenance staff time could be allocated to help with set-up needs and <br />were happy to be able to provide the partnership and assistance for the annual city celebration <br />event. <br />Canadian Days also brought up a new state electrical code change that impacted the Canadian Days <br />event and how they were going to need to run power to food vendors, lighting, tents, the band, and <br />other miscellaneous electrical needs they had. For the event to comply with new electrical codes <br />there would need to be additional electrical panels throughout the northern portion of the park. <br />Staff immediately began to contact electrical contractors to meet with them on-site and asked them <br />to prepare proposals to provide additional electrical services in the park. Staff met with Muska <br />Electric and Hunt Electric. Both contractors have done electrical work in the City. Through <br />discussing the project scope with the contractors it was found that some other electrical upgrades <br />were needed to add more electrical services in the park before adding additional panels and it was <br />also found that the electrical panel at the bandshell is outdated and should be taken out of service or <br />upgraded. Since there are activities programmed using the bandshell, it is important to make sure <br />the electrical service there complies and is safe to use. Since an electrical contractor will be onsite <br />doing the upgrades, there would be a considerable cost advantage to upgrading the bandshell at this <br />time. <br />Both contractors provided a quote for the work. Muska Electric proposed portable electrical stations <br />and Hunt Electric proposed permanent electrical panels. After discussing with Canadian Days the <br />preference was to have permanent electrical panels which would eliminate the need for storage of
