E., Little
Canada, MN 55117 (the “Licensee”) and its owner, David Nelson.

I have reviewed the July 12, 2023, Little Canada city council meeting, as well as Heidi Heller’s
staff report for Licensee’s tobacco store license renewal dated the same day. On behalf of the
Licensee, and its owner David Nelson, I want to emphasize my client’s acknowledgement and
understanding of the concerns raised at the meeting by other local business owners, city staff,
city council members, and you as city attorney.

Although Mr. Nelson spoke about his business and answered many questions at the meeting,
he has asked me to emphasize the following points:

1. Licensee has been in business in the city for over 10 years, and during that time,
has been a solid corporate neighbor, notwithstanding operating a type of
business – retail tobacco sales – with various challenges.

2. Many of Licensee’s customers regularly patronize other local businesses.

3. Recent complaints regarding Licensee are a change from historic practices at the
mall and Licensee’s store.

4. Mr. Nelson is committed to keeping his business safe, clean, and orderly.
