Ramsey County | Base Plan 63 <br />All personally identifiable information (PII) during a disaster, including Health Insurance Portability and <br />Accountability Act (HIPAA) information, shall be treated in accordance with federal, state, and local <br />regulations and policies. <br />6.5.3 MEDIA ACCESS <br />Requests for information regarding public safety procedures or personnel in the county or the <br />municipalities shall be in writing. Information requests regarding the municipalities should be forwarded <br />to the municipal emergency program manager. Release of personnel or other information shall be in <br />accordance with County administrative policy and state law. All other requests for information should <br />be vetted by the County Attorney’s office. <br />6.5.4 WITHHOLDING INFORMATION <br />Notwithstanding existing law, all information considered public domain should be shared with the public <br />through public information and media representatives. The PIO/JIC will make every effort to obtain the <br />accurate and timely information in a fair and impartial manner and present that information to the <br />media. <br />6.5.5 SENSITIVE INFORMATION <br />Disaster-related classified and For Official Use Only (FOUO) information will not be discussed outside the <br />RCEOC and/or municipal EOC unless in a secure environment. <br />6.5.6 FLIGHT RESTRICTIONS <br />Federal Aviation Administration (FAA) regulation 91.137 covers temporary flight restrictions during <br />incidents/disasters and sets forth procedures which pilots of media and other aircraft must follow. <br />Permission to fly over incident sites may be denied if such flights will pose a significant safety hazard to <br />the general public.
