Ramsey County | Base Plan 72 <br />8.Plan Development, Maintenance and Training / Exercise <br />A current CEOP is the first step toward an efficient and timely response during emergencies. Planning <br />alone, however, is not enough to achieve readiness. Training and exercises are essential at all levels of <br />government to ensure the operational preparedness of emergency management personnel. <br />8.1 Plan Development <br />The CEOP is developed under the authority of Ramsey County government. It is a living document, <br />subject to revision based on agency organizational changes, new laws or guidance, and corrective <br />actions identified from exercises or responding to real events. This section describes the plan <br />development and maintenance process for keeping the CEOP current, relevant, and compliant with CPG <br />101 v3, NIMS, and other applicable guidance. A record of change log is maintained as part of the CEOP <br />Base Plan. <br />The CEOP was developed with the cooperation of participating Ramsey County departments, agencies, <br />and partner organizations following emergency operations planning guidance found in NIMS, the EMAP, <br />MN Walk, and CPG 101 v3. The CEOP was developed in a functional format, focusing on a base plan, <br />functional annexes, and checklists where appropriate to ensure ease of use. <br />8.2 Maintenance <br />The CEOP is not a static document but will evolve as needs and priorities evolve. Changes to the <br />organization, federal guidance, or local/state/federal regulations may require that changes be made to <br />the Base Plan. <br />Changes to the annexes may become necessary as exercises and real-world emergencies provide <br />opportunities to implement the Plan, test its effectiveness, and highlight strengths or areas in need of <br />improvement. <br />RCEMHS coordinates the maintenance of the CEOP including the full document updates. These <br />substantial reviews should take place a minimum of every two years. The RCEMHS director is authorized <br />to prepare and maintain the CEOP and to submit it to the County manager and board of commissioners <br />for approval and promulgation. <br />8.3 Training <br />NIMS outlines three categories of training for EOC personnel: “All Incident Personnel,” “Incident <br />Personnel with Leadership Responsibilities,” and “Incident Personnel Designated as <br />Leaders/Supervisors.” The recommended training progression is as follows: <br />8.3.1 ALL EOC PERSONNEL <br />All incident personnel working within an EOC should complete the following courses for foundational <br />knowledge of incident response: <br />•IS-100: Introduction to the Incident Command System, ICS 100 – This course introduces ICS and <br />provides the foundation for higher-level ICS training.
