Ramsey County | Base Plan 71 <br />Each municipality is responsible for developing and maintain disaster costs records. <br />•The purpose of these records is to identify and coordinate strategies for maximizing the possible <br />programs by which the municipality and Ramsey County are likely to recoup some or all <br />expenses related to the emergency incident. These might include: <br />Insurance <br />FEMA Public Assistance <br />MN HSEM Chapter 12 <br />State of MN agency grants <br />Other sources <br />•The municipality may be assigned FEMA Grants Portal Access for direct data entry as an <br />Applicant. <br />7.2.2.3 FEMA Grants Portal and State Tracking <br />The Federal Emergency Management Agency Grants Portal is an online system that FEMA, Recipient, <br />and Applicant use to process Public Assistance projects. Grants Portal's capabilities include but are not <br />limited to: <br />•Storing Applicant documentation. <br />•Communicating and coordinating between FEMA, Recipient, and Applicant. <br />Each has a responsibility with respect to how the PA program is implemented and to coordinate <br />together to deliver the program in the affected communities: <br />•Recipient: In the FEMA Public Assistance program the Recipient is the State. <br />•Applicant (subrecipient) – The applicant for funding, such as a county, municipality, or eligible <br />nonprofit. <br />Depending on the size and scope of a disaster, the County may serve as the Applicant for all. In many <br />cases, however, the affected municipality will be its own applicant. <br />Additional information about cost recovery can be found in the Recovery Annex.
