Ramsey County │ Annex A: Volunteer and Donations Management 6 <br />3. Concept of Operations <br />3.1 General <br />Ramsey County has designated RCEMHS as the coordinating agency for volunteer and donations <br />management. As a leader and convener, RCEMHS will work with other cooperating agencies, such as <br />Minnesota (MN) Voluntary Organizations Active in Disaster (VOAD) and other volunteer-supporting <br />organizations to support the use of unaffiliated volunteers and unsolicited donations during disaster <br />response and recovery efforts. RCEMHS will convene a meeting once a year to coordinate with key <br />partners and provide the opportunity for collaboration. The meeting should include at least one <br />representative each from RCEMHS and every partner involved in volunteer and donations management <br />to enhance coordination of this function post-disaster. <br />3.1.1 ACTIVATION <br />This Annex may be activated by the Ramsey County/Municipal Emergency Management Director (or <br />his/her designee) when any of the following situations occur or are pending: <br />• Local voluntary agencies or Public Safety dispatchers indicate to the EOC or to the Incident <br />Commander (IC) that they are being overwhelmed with offers of donated goods or unaffiliated <br />volunteers in the wake of a disaster/emergency. <br />• Media coverage of local disaster response efforts appears likely to generate an influx of donated <br />goods, unaffiliated volunteers, or undesignated financial contributions. <br />On the recommendation of EOC Logistics or Planning Section chiefs, or municipal/County ICs/managers. <br />Any activation requires notification of the RCEMHS Duty Officer who will notify those with roles under <br />this function. <br />3.1.2 OPERATIONAL PRIORITIES <br />For overarching operational priorities, please refer to the CEOP. <br />3.1.3 FUNCTIONAL OBJECTIVES <br />The objectives of volunteer and donations management may include: <br />• Develop an understanding of incident volunteers, material goods, and financial gaps related to <br />response and recovery efforts. <br />• Align donations of time, goods, and money with community needs. <br />• Minimize response and recovery costs to the community. <br />• Minimize disruptions to response and recovery efforts. <br />• Ensure the safety of volunteers, responders, and the community. <br />• Provide a positive volunteer experience that encourages continued volunteer support. <br />• Provide an opportunity for whole community engagement that is representative of diversity, <br />equity, and inclusion practices.
